Mayor Steve Schag

Mayor Schag has served as Mayor of Shelby since January 1, 2015. As head of the health department, he appoints staff and oversees all health department operations.

Dr. Ajay Chawla, Health Commissioner/Medical Director

Dr. Chawla has served as the Health Commissioner and Medical Director since March 2009. In addition to his role with Shelby City Health Department, he maintains a private medical practice in Shelby and serves as medical director for Hospice of North Central Ohio and Crestwood Care Center. He is board certified in internal medicine as well as hospice and palliative care and has hospital privileges at Ohio Health Mansfield and Shelby hospitals. Dr. Chawla attended medical school at University College of Medical Sciences in Delhi, India. He completed the residency program at Good Samaritan – Johns Hopkins Health System in Baltimore, Maryland and a geriatric fellowship at the University of Maryland Medical System and VA Medical Center in Baltimore, Maryland.

Jennifer Frazier, RS/REHS – Director of Environmental Health

Jennifer has served as the Director since November 2025. She is a Registered Environmental Health Specialist with over 26 years of experience in the field.

Jenna Greenawalt, RN – Director of Nursing and Health Education

Jenna started with the Shelby City Health Department in August 2026. She has fourteen years of experience in the healthcare field. 

Sue Shenberger – Vital Statistics Registrar/Administrative Coordinator

Sue is serving as our Vital Statistics Registrar and as the Health Departments Administrative Coordinator. She has worked as an Administrative Specialist and as a Public Health Sanitarian giving her a total of 28 years in Public Health.
